EES IMPACT ANALYSIS ON WOMEN, YOUNG PEOPLE AND MIGRANTS
The current position of Italy in the process of EES accomplishment is the one of a country which has done considerable improvements along the years, but still needs further reforms. Employment and activity rates have been increasing in recent years, in spite of moderate GDP growth, but remain far from the Lisbon and Stockholm targets.
According to the EU Commission’s Recommendations for Italy, immediate priority should be given to:
- monitor the regulatory reforms aimed at reducing the imbalances;
- the segmentation between permanent and non-permanent contracts and of labour market; n pursue further reductions of non-wage labour costs, especially for the low-paid, safeguarding budgetary consolidation;
- ensure the development, together with regional authorities, of effective employment services throughout the country and implement partnership between public and private operators;
- increase the availability and affordability of care facilities for children, especially under three years of age, and other dependants to promote female participation in the labour market, including through part time work;
- monitor recent reforms to ensure that they raise educational attainment of the workforce, reduce early school-leaving and increase the labour market relevance of tertiary education to aid the transition to work;
- ensure effective incentives for lifelong learning and, together with the Social Partners, increase participation in training, in particular for the low skilled, through, inter alia, the effective development of inter-professional funds.
The geographical coverage of our studies is mainly national. However, since the process of labour market policies implementation in Italy is managed by several actors at different levels and, in particular, the effective application of measures is allocated to local administrations, our studies deal also with regional issues, which are largely involved in the evaluation of the effectiveness and efficiency of the governance. The evaluation is carried out following two methodological lines: statistical and econometric analysis and collection of best practices.
