METHODOLOGY FOR GENDER EVALUATION OF THE EES
The 2007 Report on Equality between women and men provides an overview of the situation of women and men in the enlarged EU, its evolution over time and remaining gender gaps in different fields such as the labour market, education, presence in decision-making positions and social inclusion.
In efforts to promote the advancement of women and gender equality across the EU 25, public interventions can rely on existing experience of successes and failures and common knowledge can be disseminated through a targeted activity in order to promote mutual learning processes and raise awareness on gender equality issues.
Main evaluation projects carried out by Fondazione G. Brodolini are focused on setting a methodology to assess the progress in implementation of the European Employment Strategy at national level.
The evaluation methodology of FGB’s research includes:
- An overall evaluation of the employment strategy in relation to the measures that directly or indirectly tackle the gender gap in labour market participation. This part is mainly carried out through a statistical analysis on data available for the most recent years combined with a dynamic analysis of the labour market trends, breaking-down by gender. Data are gathered from both international official sources (Eurostat, World Bank, ILO) and national sources.
- An evaluation of the impact of a single measure on female access to and permanence in the labour market in order to promoting female activity participation rate.
- Monitoring the participation of institutional actors at different levels (central, regional and local) in supporting gender mainstreaming of the national employment policy by means of a network analysis, the identification of relevant practices in gender auditing and an inter-organisational analysis.
- Producing a guide for gender mainstreaming in Employment Policy in order to represent a relevant example for policy makers at all institutional levels.
